I may myself be misinterpreting your post here (which is obviously an inherent danger these days in internet communication !) but just in case, I want to make it clear that I (despite my use of the DG logo avatar here on this site !) am not connected with the DG Partnership, Pagan or ToO (other than the fact I’ve done some rules playtesting for the latter).
I should point out that goes double for me. While I may have spoken with some of the Delta Green folks, I am in no way affiliated with Arc Dream/Tynes Cowan Corp/DG Partnership. Most of the time, I keep up with the news the same way everyone else does: by following blogs, fan communities, and the like.

I've heard word from back Shave Ivey and Adam Scott Glancy that there will be no scenarios in the book, as it's gotten to be too much of a bear. Having talked with Warren Banks about his contributions, I got the impression that his section has grown substantially.
However, there seemed to be some hint that scenarios for ToO material may be realized elsewhere. Let's hope so, since Mr. Hite's DG scenario in Dubious Shards is one of my favorites so far, even if it led to our first TPK.
Since I pre-ordered ToO as soon as I heard about the fundable, and haven't made a peep about the wait, my allegiance to Pagan Publishing is established. However, I would be very disappointed if no scenarios appear in the book. Setting and scenarios is what I expect from a Pagan Publishing DG book. I'd rather they take another year laying it out then not have the scenarios. If Pagan does put this book out without scenarios, I hope that they make it a priority to publish, in PDF at least, the great scenarios that have been rumored to be coming with this book.
I'm not talking about "false advertising", I'm talking about expectations. Setting stuff is great for me, I read it like a good novel, but scenarios are the "game" in an RPG book.
Considering how scenario-centric CoC is in general, publishing a book without scenarios seems a little... I don't know... off-brand? _________________ online portfolio . freelance artist

Any more news on the contents of the book?
It's interesting to see that the couple of us who posted before aren't the only ones worried, and genuinely surprised, at the prospect of a DG book without scenarios.

I hope there are some scenarios in the book. They're often useful to see how the new material may be used in play. Also there are woefully few Delta Green scenarios published anyway.

Honestly, I'm left unfazed by the prospect of no scenarios- considering how much they've put into the book and how rich the descriptions of organizations have been in past DG books, even without a scenario per se, I'm confident that there will be more than enough material for keepers to work with.
As ever, the best way to get DG scenarios is to write them and share them or find a way to have them published. I'm working on my Shotgun Scenario contest entry for the Delta Green mailing list already.
For me, no scenarios in ToO is a let down but it's not a deal breaker. I like the idea of having new material for DG. What I do hope for is the possiblity of another book or PDF with those lost gems inside. Hey, I'm willing step up but I understand the need to finish this project before starting another.
